Energy and Telecommunications Law:

  • Concentrates in the areas of energy, telecommunications, environmental and regulatory law, and frequently represents clients before the Massachusetts Department of Public Utilities (DPU), the Massachusetts Energy Facilities Siting Board (EFSB), the New Hampshire Public Utilities Commission (NHPUC), and other state regulatory agencies.
  • Represents clients, including retail suppliers and large retail customers, in regulatory proceedings regarding resource procurement, industry restructuring, energy efficiency, renewable development, and licensing.  Works on power sales agreements.
  • Represents energy and telecommunications companies in the siting of necessary facilities and advises and appears for these clients in local zoning, state regulatory and judicial proceedings.  Represents clients with respect to the siting of renewable energy facilities and associated infrastructure.
  • Represents wireless carriers, ISPs and CLECs in a wide range of regulatory (federal and state), permitting and contract matters.  Experience includes E-rate matters, TCA claims, and procurement issues.
  • Before joining Rubin and Rudman, Mr. Shapiro served as General Counsel to the Massachusetts DPU where he supervised a staff of twenty attorneys in electric and gas ratemaking cases, energy efficiency matters, financing cases, resource planning proceedings, contract reviews, zoning exemption matters and other adjudicatory proceedings.  Before that, as the Executive Director of the Massachusetts Energy Facilities Siting Council (today’s Energy Facilities Siting Board), Mr. Shapiro managed and supervised attorneys and analysts in the adjudication of power plant proposals, proposals to construct electric transmission and gas pipeline facilities, and forecast and supply plan filings.
