Glenn is a trusted advisor to businesses, municipalities, developers, and nonprofit organizations navigating complex environmental and land use challenges across Massachusetts.

Glenn has built a reputation for successfully guiding clients through regulatory frameworks involving wetlands, coastal permitting, project siting, zoning, and environmental enforcement.

Glenn’s practice spans all stages of permitting, compliance, and litigation for industrial, commercial, residential, and municipal projects. He helps clients manage the environmental and regulatory aspects of real estate development, including mitigation compliance, hazardous waste oversight, solid waste and public health considerations, impact reviews, and tax abatement claims. He has extensive experience securing approvals under key state laws and regulations, including the Massachusetts Wetlands Protection Act (WPA), Massachusetts Environmental Policy Act (MEPA), Chapter 91 (Public Waterfront Act), Article 97, and the Massachusetts Endangered Species Act (MESA).

With a particular focus on coastal development, Glenn counsels clients on permitting waterfront projects, managing erosion mitigation, and navigating the regulatory requirements for water-dependent structures such as piers and docks. He regularly appears before state and local agencies, including the Massachusetts Office of Coastal Zone Management, the MEPA Office, the Massachusetts Natural Heritage and Endangered Species Program, and numerous Conservation Commissions and permitting boards across Cape Cod, Martha’s Vineyard, and Nantucket.

Glenn also maintains an active litigation practice. He represents clients in state and federal courts and before administrative bodies such as the U.S. Environmental Protection Agency and the Massachusetts Department of Environmental Protection. His litigation work includes environmental enforcement defense, regulatory takings claims, and adjudicatory appeals.

Clients turn to Glenn for his practical, results-driven approach and his deep understanding of the interplay between environmental policy, development goals, and regulatory compliance.
