He represents developers, property owners, and investors confronting the increasingly complex intersection of municipal policies, environmental compliance, and land use litigation.
Ryan helps clients navigate municipal red tape, handling both zoning challenges and environmental compliance. As regulations become increasingly complex, he provides practical guidance to keep projects moving forward and aligned with evolving requirements. He defends projects against abutter lawsuits, zoning appeals, and enforcement actions that can stall or derail construction. His extensive knowledge of Massachusetts Land Court—gained from clerkships with two Land Court judges—makes him a trusted advocate in high-stakes disputes.
In addition to land use and zoning disputes, Ryan’s practice encompasses both national and local environmental permitting and litigation. He regularly engages with MassDEP, Conservation Commissions, and the MWRA, and counsels clients on compliance with local bylaws, the Wetlands Protection Act, MEPA, the Clean Water Act, and the Endangered Species Act. This broad environmental experience allows him to anticipate regulatory challenges and guide projects through multi-layered approval processes.
Ryan’s work extends beyond litigation. He advises on permitting strategies, regulatory changes, and emerging trends in affordable housing mandates and climate-driven development policies. His clients—ranging from regional developers to larger institutional players—rely on him to anticipate challenges, streamline approvals, and keep projects on track.
A leader in the land use legal community, Ryan chairs REBA’s New Lawyer Section, is an active member of NAIOP and the Massachusetts Real Estate Bar Association (REBA) and frequently lectures at local law schools. Before joining Rubin Rudman, he litigated commercial real estate disputes at a Boston firm. A graduate of Northeastern University School of Law, he honed his expertise on the National Environmental Moot Court team and the Real Estate Law Society.
Zoning Appeal Dismissed for Lack of Standing
Prevailed in Massachusetts Superior Court by securing dismissal of a G.L. c. 40A, § 17 zoning appeal challenging an enforcement decision concerning a proposed subdivision. The court found the plaintiff lacked standing, bringing the case to an early conclusion and eliminating the expense and delay of discovery.
Endangered Species and Resource Protection
Represented clients in matters involving endangered species protections and related environmental regulations. His work ensured compliance with statutory requirements while safeguarding development goals, balancing environmental concerns with practical land use outcomes.
